MASA is a prepaid water distribution system designed to support REGIDESO, the DRC’s water utility: pay for water online (Mobile Money, Visa, Mastercard), track consumption, request a connection or support — and above all a smart meter, the “MASA-Robot”, that opens after payment and shuts off when credit runs out. Thought through since March 2019 and proposed through DigiLife in January 2023, it already included a ChatGPT-based assistant to answer customers around the clock, only weeks after the tool’s public release. It was never deployed.
The problem
Unpaid or disputed bills, fake invoices, manual meter readings, too few collection agents and under-served areas.
The solution
Prepayment: no more meter readings, no more cut-offs for unpaid bills, controlled consumption and geolocated, remotely managed meters.
My contribution
Designed the system, the web and mobile journeys and the technical proposal, within DigiLife.
